UBBSLA Launches Innovative Digital Platform to Reduce E-Waste and Promote Circular Economy in the Black Sea Region
The Union of Bulgarian Black Sea Local Authorities (UBBSLA) is proud to announce the successful launch and testing of its innovative digital platform, EESwap (TechSwap), developed under the WEEE Procure pilot action, part of the INTERREG Euro-MED project eWAsTER: Preventing e-waste from polluting MED water by turning waste into a resource. The initiative represents a significant step forward in promoting sustainable management of electrical and electronic equipment (EEE) and reducing electronic waste (WEEE) in the Black Sea region.
Originally designed to test an eco-renting procurement model for electronic equipment, the pilot action was adapted following a comprehensive legal and operational assessment in Bulgaria. Due to regulatory constraints, UBBSLA introduced a practical and forward-looking alternative: a digital platform that facilitates the reuse, exchange, and responsible recycling of electronic devices such as computers, laptops, and printers.
The EESwap platform enables municipalities, public institutions, NGOs, businesses, and citizens to connect and exchange usable second-hand equipment, while also ensuring that non-reusable devices are directed toward authorized recycling channels. By extending the lifecycle of electronic products, the platform contributes to reducing waste generation, conserving resources, and preventing environmental pollution, particularly in the sensitive Black Sea coastal area.
“The launch of this platform demonstrates how innovation and adaptability can turn challenges into opportunities,” said a representative of UBBSLA. “Even within existing legal frameworks, we can achieve meaningful progress toward a circular economy by encouraging reuse, collaboration, and responsible consumption.”
The platform offers a user-friendly interface with functionalities including device listings, search and filtering options, direct communication between users, and options for delivery and logistics. It also promotes knowledge sharing through guidance on repair, maintenance, and sustainable practices.
The pilot phase, conducted between January and February 2026, confirmed the platform’s usability and relevance, with growing interest among municipalities and regional stakeholders. As of March 2026, the platform is fully operational and actively promoted across the Black Sea municipalities, with plans for potential expansion at national level.
Through this initiative, UBBSLA continues to support its member municipalities in adopting sustainable solutions aligned with European circular economy policies, while improving access to technology and fostering local cooperation.
