Building Smarter Public Administration: UBBSLA experts certified in MbO
Representatives of the Union of Bulgarian Black Sea Local Authorities (UBBSLA) have successfully completed a specialized training and are now certified in applying the modern management approach “Management by Objectives” (MbO).
The training took place online between March 9–13, 2026, as part of the AI4CAPACITY project, funded under the Interreg VI-B NEXT Black Sea Basin Programme. Its main goal was to introduce innovative approaches and tools, including solutions with elements of artificial intelligence, to support the work of public administrations. During the course, participants completed a 20-hour training program focused on the practical application of the MbO methodology in municipal administrations. This approach helps organizations improve performance by setting clear goals that are aligned between management and staff.
The training covered the key principles of MbO, including defining clear, measurable, and achievable objectives and working collaboratively to accomplish them. Participants also engaged in practical exercises and real-life case studies, allowing them to directly apply what they learned to their daily work in local government. After successfully completing all requirements, the UBBSLA representatives received official certificates, enabling them to further share their knowledge and expertise.
As a next step, the newly certified experts will deliver training sessions for municipal staff. The aim is to strengthen administrative capacity and introduce modern, effective management practices across the public sector.
