Local authorities need to acquire knowledge and tools to be leading actors of change and make a concrete and measurable contribution to the achievement of the ambitious objectives of the EU Green Deal strategy.
The project aims at promoting a better knowledge and understanding of the instruments and opportunities offered by the Green Deal among local administrators, also through their direct involvement in information actions. Moreover, it aims at disseminating information, giving voice to local actors and, at the same time, developing a path of dialogue and exchange of experiences and points of view on the impact of the Green Deal at local level.
CLAIRE project starts from the concept that, if municipalities and local administrators are better informed and equipped to fully understand the transformative potential of the EU Green Deal implementation at local level, then they can:
- improve the quality of the administrative function
- develop policies inspired by the Green Deal
- implement “greener” actions
- be an example for local communities
- engage their citizens
CLAIRE project directly targets the local administrators and civil servants of the partner countries (Italy, Portugal, Romania, Bulgaria, Spain), while it involves different groups of citizens around the project events, for a total of at least 890 direct participants and 1.500 indirect participants. Each partner has developed its own strategy to involve the local communities.
The common path that starts from the general need of improving the Green Deal overall knowledge and brings each partner to take the lead of one sectoral area and to give a contribution to the Green Deal implementation from a local perspective. The common path is marked by seven international events and one on-line event.

KICK-OFF MEETING (Asti, Italy)
29-31 March 2023 The Green Deal was analyzed in all its aspects in front of an audience of engineers, architects, teachers, students and ordinary citizens. Some activities of the Municipality of Asti that deal with environmental issues from different aspects (mobility, public green spaces, energy) were presented. |

< | 2nd Meeting SETUBAL, Portugal
22 June 2023 During the meeting, the Farm to Fork Strategy and short food supply chains were analysed and we learned that the EU is increasingly supporting food systems based on proximity between producers and consumers. The Municipality of Setúbal announced a working group dedicated to food-related initiatives, which focuses in particular on promoting urban markets and raising public awareness of local products. |
3rd meeting Alba Julia, Romania
19-20 October 2023 During the meeting, many projects of the Municipality in favor of the environment were presented, in particular the support for permaculture (permanent and sustainable agriculture). This means creating a way of farming that lasts over time and uses resources intelligently, copying what nature does! (Fallen leaves become compost to nourish the soil; many different plants are grown that help each other: some plants keep insects away, others enrich the soil; a tree can give shade to nearby plants, so you don’t have to water). |

4th meeting Varna, Bulgaria
14-16 May 2024 During the meeting in Varna, we were able to learn about good practices and projects launched and implemented with the support of Municipalities in the field of energy efficiency, electric mobility, prevention and recycling of household waste. We learned that municipalities can stimulate the provision of more sustainable tourism by supporting local businesses and creating networks. Municipalities can stimulate changes in the behavior of citizens and tourists. |

5th meeting Quart de Poblet, Spain
17 September 2024 During the meeting, the Municipal Plan for Sustainable Urban Mobility was presented: it is a set of ideas and solutions that municipalities create to improve mobility, that is, all the ways in which we move: on foot, by bicycle, by public transport or by car. Why do we need PUMS? Today’s cities have many traffic problems: there are too many cars, polluted air and dangerous roads for pedestrians and cyclists. Main objectives (specific): reduce car use; increase cycle paths; improve public transport |
